EMERGENCY RESPONSE COORDINATOR *FUNCTION OF THE JOB* The function of this position is to strengthen the Pickaway County Public Health (PCPH) response to emergencies or incidents.
These emergencies/incidents can include but are not limited to weapons of mass destruction/terrorism, natural and man-made disasters, and disease outbreaks.
Through funding made possible by the Ohio Department of Health, the Pickaway County Health Department collaborates with county partners on emergency plans and exercises, trains staff and volunteers in emergency roles, conducts syndromic surveillance, and integrates the National Incident Management System into response plans.
*DUTIES AND RESPONSIBILITIES* 1.
Maintains and updates the PCPH All Hazards Plan which incorporates annexes specific for the Strategic National Stockpile and Pandemic Influenza as well as weather events and others as they are developed.
2.
Attends meetings locally, regionally, and statewide to assist in the coordination of planning and response activities.
3.
Designs and implements public health exercises as directed by grant deliverables.
4.
Conducts and participates in all exercises involving emergency preparedness in Pickaway County.
5.
Attends training(s) on emergency preparedness provided by ODH, Centers for Disease Control and Prevention (CDC) and others; and arranges and hosts webinars on emergency preparedness.
6.
Collaborates with the Emergency Management Agency (EMA) Coordinator in Pickaway County.
7.
Participates in the Local Emergency Planning Committee.
8.
Participates in community engagement activities to promote emergency preparedness.
9.
Works with other agencies and within the community to recruit volunteers for the Medical Reserve Corps.
10.
Seeks out and writes grants to assist in obtaining emergency preparedness funding for projects, activities, volunteer opportunities, and for this position.
11.
Participates in epidemiological surveys including, but not limited to: foodborne illness outbreaks, unhealthful conditions, and methods of control and correction.
12.
Develops communication plans that incorporate the latest information from CDC and addresses communication with the public, media, healthcare providers, and first responders in a public health emergency.
13.
Submits plans, reports, and budgets and conducts other activities required by the Emergency Preparedness Grant.
14.
Assure employee competency, training, and development in disaster preparedness.
15.
May assist the Director of Nursing with increased surveillance activities at local hospitals by increasing emergency room, intensive care unit, and laboratory testing surveillance.
16.
May assist Director of Nursing in establishing relationships with physicians’ offices and providing education regarding emergency preparedness and prompt reporting of diseases and outbreak situations.
17.
Respond to media inquiries and questions.
Submit story ideas to a variety of media.
18.
Responsible for posting to social media platforms with resources and information pertaining to PCPH and other organizations in Pickaway County.
19.
Leads Pickaway County Healthcare Coalition including planning and coordinating quarterly coalition meetings 19.
Performs other duties as assigned.
*QUALIFICATIONS* Training and Experience Bachelor’s degree in a related field or currently enrolled in a Bachelor program with a concentration in Public Health (required) and one (1) year related experience in emergency preparedness (preferred).
2 years of Epidemiology experience (preferred), or obtain Epidemiology training provided by PCPH (required) Required Knowledge, Skills, and Abilities 1.
Must have the ability to work with diverse community groups, physicians’ groups, government agencies, state officials, and media.
2.
Must have excellent communication skills and the ability to establish and maintain positive working relationships with clients, health care providers, community agencies, the general public, and other professional personnel.
3.
Must be able to adjust schedule to accommodate after hours and weekend trainings and after hour presentations.
4.
Must have working knowledge of Microsoft Office and be able to adapt to new software as they are added.
*WORKING CONDITIONS:* 1.
This is an exempt position.
2.
Working environment: Pickaway County Public Health office, outreach sites.
3.
Hours of work: 8:00 a.
m.
to 4:30 p.
m.
, Monday through Friday, with a half-hour lunch break (40 hours per week) and other hours as assigned for special duties.
The position may be part or full time depending upon work demands.
4.
Travel: Must travel in an automobile by self and have a valid driver’s license.
5.
Workspace: General office setting in the Health Department facility, community public sites, and public school requiring sedentary to light work which may include walking, climbing, reaching, and talking.
Occasionally, work may take place in an outdoor setting with no protection from the weather.
6.
Must have a dependable vehicle for use during work hours, valid Ohio Driver’s License, and appropriate auto insurance.
8.
This position may involve potential exposure to disease agents including bloodborne pathogens and will involve working with sharp objects.
The position is covered under the agency’s Exposure Control Plan.
