In District Traffic Office, as Traffic Maintenance Engineer, acts as staff specialist (i.
e.
, develops & evaluates plans & criteria for variety of projects & activities to be carried out by others; assesses feasibility & soundness of proposed engineering designs, evaluation tests, products or equipment when necessary data is insufficient or confirmation by testing is advisable; represents organization at conferences in order to answer questions; directs engineering/technical activities on behalf of supervisor; plans & coordinates work; assists in development of section policy, preparation of Traffic Maintenance budget, annual work plan & long-range planning; & advises offices, consulting firms, Federal Highway Administration (FHWA), local public agencies (LPAs) & others regarding projects/problems in assigned area of expertise); acts as first line supervisor over lower-level transportation engineers, transportation technicians &/or other support personnel (e.
g.
, establishes performance goals & measures & evaluates performance, coaches, provides feedback, provides developmental opportunities, reviews & approves leave requests, recommends discipline) engaged in performing traffic maintenance activities; signs plans & other engineering documents as registered professional engineer.
Coordinates & uses personal computer (e.
g.
Synchro, Highway Capacity Software (HCS), Traffic Software Integrated Systems (TSIS), Professional Engineers Traffic & Reporting Analysis (PETRA), electronic count board, PC-Warrants, Nu-Metrics, MONARC, Aries) to assist with all District traffic maintenance activities including installation, maintenance, repair & replacement of signs, signals, pavement markings & roadway lighting (e.
g.
, Light Emitting Diode (LED), luminaires, automated weather pavement sensors, web cameras, electronic message signs) for traffic programs (e.
g.
, Systematic Sign Replacement (SSR), Intelligent Transportation System (ITS), Incident Management Playbook, Tourist-Oriented Direction Signs (TODS), Highway Advisory Radio (HAR), Roadway Weather Information Systems (RWIS)) & ensures all signs, signals & pavement markings are in compliance with applicable laws & policies (e.
g.
, Ohio Manual of Uniform Traffic Control Devices (OMUTCD), Ohio Revised Code (ORC)).
Confers with highway management field personnel (e.
g.
, county managers, transportation managers, construction project engineers, highway technicians, routemarkers, signal electricians) & Transportation Planning & Engineering staff in order to exchange information necessary for ensuring efficient completion of assigned traffic maintenance activities.
Performs research & compiles information regarding equipment, materials, labor hours & work projects in order make budgetary recommendations to supervisor.
Reviews & approves purchases of & contracts for equipment & materials (e.
g.
, signs, posts, signal equipment, pavement marking materials, pavement sensors).
Uses personal computer (e.
g.
, Ohio Signal Inventory System (OSIS), Equipment Management System (EMS), Time Management System (TMS)) to oversee updating & maintenance of computerized inventory of signs, signals & pavement markings.
Serves as District Work Zone Traffic Manager.
Develops goals & strategies for establishing efficient practices.
Analyzes work processes & implements & monitors progress of improvements.
Monitors performance in order to ensure compliance with organizational performance requirements.
Receives & responds to telephone calls received during non-working hours from police & governmental agencies/officials.
Prepares or reviews work orders for implementation by work crews.
Operates state vehicle to travel to project sites as needed in order to evaluate signing & pavement marking needs, inspect work zone traffic control, conduct field reviews of project implementation &/or review sites of proposed projects.
Provides technical support to highway maintenance program personnel regarding traffic control & safety issues.
Responds to complaints & inquires related to traffic maintenance.
Independently generates (e.
g.
, using Microsoft Word computer software) & signs name to external correspondence (e.
g.
, inquiries, investigations, acknowledgements) to government agencies &/or officials, consultants, private industries &/or general public regarding section activities.
Serves on internal & external committees.
Attends training sessions & meetings.
Performs miscellaneous duties as assigned.
